Upon launch of ETH2.0, The Ether should consider how best to facilitate discussion around the continuing operation of an ETH1.x legacy chain

We have seen the community fork the network in the past (ETC). The Ether should consider the possibility of a legacy ETH1.x POW chain continuing post ETH2.0 launch, and whether there should be community governance support of both ETH2.0 and ETH1.x chains here.
